Collection Manager

The MASY Group is actively seeking experienced Collection Managers to support several Department of Defense (DoD) and other Intelligence Community (IC) requirements. The qualified candidate will demonstrate and/or possess:

  • An active TS/SCI security clearance.
  • Bachelor's degree with 6+ years related experience in strategic DoD collection requirements management. Additional training and years of experience may be substituted in lieu of a degree.
  • Requirements Management System (RMS) experience.
  • Familiarity with the National Intelligence Priority Framework (NIPF), the National HUMINT Collection Directive (NHCD) and the requirements management process.

Additional consideration will be given to candidates with:

  • Recent overseas or equivalent operational deployment in support of U.S. contingencies
  • A current CI and/or full scope polygraph.
  • Previous experience as an IC or DoD Collection Manager.

Job Responsibilities will include:

  • Provide on-site analysis and operations support including planning, prioritizing, and levying of collection requirements to sensor platforms and exploitation systems in response to time-sensitive collection operations.
  • Assist client in managing requirements and collections for research and analysis to support varied intelligence organizations.
  • Support development and analysis of intelligence products and present analysis or products to government and other interagency customers.
  • Support policy and procedure development for agency, interagency, or community-wide support.
  • Frequently interact with customers, functional peer group managers and senior management.
  • Monitor and conduct the review, creation and monitoring of HUMINT Collection Requirements (HCRs, AHRs TSCRs, SDRs, EVALs).
  • Assess standing requirements in the National Intelligence Community (NIC) and the Counter Drug Intelligence Community (CDIC) to ensure coordination with Component Commands (COCOMS) and Law Enforcement Agencies (LEAs).
  • Create requirements, identifying customer intelligence gaps and providing assistance to produce information needs based on the customer Collection Plans.
  • Through the use of NIC databases and web sharing programs (WISE/ISM, HOT-R, Intelink, EXCEL, etc.) create, assess and monitor spreadsheet formatted Collection Matrices that allow the customer to develop and maintain comprehensive Collection Strategies that include all the intelligence disciplines.
  • Creation, submission, coordination, and monitoring imagery collection requirements.
  • Measure the effectiveness of various collection strategies against the tasked requirements; recommend strategy changes to improve collection/exploitation.
  • Assist analysts in understanding intelligence discipline specific capabilities and advise on specific support.
  • Travel at government direction; attend working groups and meetings in the Washington, D.C. area and at select commands as limited by the government.
